LIVESTOCK INDEMNITY PROGRAM (LIP)

Producers who suffered livestock losses as a direct result of Hurricane IKE will be able to file an application for LIP as soon as the signup dates are announced.

To ensure you have the required documentation available when the enrollment period begins, we recommend you gather the required evidence, outlined in the following, to substantiate your claimed losses.

The documentation must provide sufficient data that identifies the number and kind/type of livestock. Prestorm and post-storm inventory will be required. Death losses may be substantiated using verifiable records or third party certification.

Verifiable evidence of the death losses may include any or all of the following items:

  • Rendering truck receipts or certificates
  • National Guard or other Federal/State/County Agencies receipts of carcass removal
  • Veterinary records
  • Private insurance documents
  • Poultry contract growers must provide a copy of their grower contract

Third party certification of livestock deaths may be accepted only when all the following are met. Producer must provide a written signed statement certifying all of the following:

  • No other form of proof of death is available
  • Number of livestock, by category, in inventory when the deaths occurred
  • Physical location of livestock, by category, as certified by participant

The person providing the Third Party certification must provide a written and signed statement that includes all of the following:

  • Specific details about how the third party has knowledge of the animal deaths
  • The affiliation of the third party to the applicant, neighbor, hired hand veterinarian or other
  • Telephone number and address of the third party
  • Number and kind/type of participant’s livestock that died during and after Hurricane IKE.

When signup begins, applications will be accepted in the county office where the livestock were physically located on the date they perished.

The Farm Service Agency will not be able to accept LIP applications until their infrastructure has been restored and our employees are able to return to work. In the mean time we can not stress how important it is to obtain the required documentation before you destroy the carcasses. Signup dates and locations will be announced later.
